0.3.1 candidate

Version 0.3.1 is the current Program candidate. It binds accepted Governance 2.1.0, Implementation 0.3.2, Simulation, and Comparison release subjects with their selected-future semantics; the authorized Program promotion route supplies the remaining Program coordinate.

The pages describe the candidate at the Git commit recorded in the projection manifest. Release promotion, hosted publication, configured environments, and accountable acceptance retain their own evidence and decision paths.
